The 2025 European Semester Autumn Package marks a pivotal moment under the EU’s reformed economic governance framework. This new approach introduces Medium-Term Fiscal-Structural Plans, aligning national reforms and investments with EU priorities, including social inclusion, sustainability, and economic resilience. For Work Integration Social Enterprises, this package presents both opportunities and challenges. Increased public investment, particularly in social and green transitions, could strengthen WISEs’ role in fostering inclusive growth and employment for disadvantaged individuals.
However, the implementation of these reforms requires WISEs to navigate new fiscal policies and engage proactively with national policymakers. The focus on fiscal discipline, particularly under the Excessive Deficit Procedure (EDP), risks sidelining social economy initiatives. ENSIE advocates for ensuring WISEs’ access to funding, social procurement, and policy recognition, reinforcing their role in building a fairer and more competitive European economy.
To maximise WISEs’ impact, ENSIE urges EU and national authorities to prioritise social investments, avoid cost-driven public procurement that disadvantages WISEs, and simplify access to EU funding. By integrating WISEs into economic policies, the European Semester can support a more resilient, inclusive, and sustainable Europe. ENSIE remains committed to advocating for these priorities throughout the Semester process.
